The goal is to make the p_k weights of the shown graph to be minimal, hopefully zero. For the definition of the p_k weight, refer to these slides (pdf). The green and red colors represent +1 and -1 (it doesn't matter which is which, since we take the absolute value). You can drag around the vertices and change the assignments of the edges by clicking on them.
